North Central Washington Peer Connection (NCWPC) is a non-profit located at 727 W. Broadway Moses Lake, WA. 98823. NCWPC exists to make sure no one has to navigate recovery alone. We are a peer-run Recovery Community Organization — which means our services are led by people who have walked their own path through recovery and understand the courage it takes to start again.

We believe that recovery isn’t just about surviving — it’s about rebuilding, reconnecting, and rediscovering joy. At NCWPC, you’ll find a safe, welcoming space to:

Our Team

  • Donna Bottineau

    Donna Bottineau is one of the driving forces behind North Central Washington Peer Connection (NCWPC), a community-rooted Recovery Community Organization in Moses Lake, WA. As the founder and CEO, Donna brings a passionate commitment to creating a welcoming space where individuals in recovery can connect, heal, and thrive.

    Donna’s vision for NCWPC is deeply influenced by her own lived experiences and her strong belief in trauma-informed, peer-led support. She has played a pivotal role in designing NCWPC’s programs, including the “Creative Connections” art groups and family-friendly community events that embody the organization’s mission of “Building Recovery – Strengthening Community.”

    In all her work, Donna remains dedicated to empowering others and advancing the role of peer support in rural Washington. Her leadership continues to shape NCWPC into a vibrant, inclusive hub of recovery and community connection.

  • Brandi Russell

    Brandi is known for her outgoing personality, strong sense of compassion, and ability to make others feel seen and supported. She brings both lived experience and professional dedication to her work, helping connect individuals and families with recovery resources while fostering hope and empowerment.

    Her leadership reflects NCWPC’s mission of “Building Recovery – Strengthening Community.” Brandi is committed to making peer support accessible across Grant County, ensuring that every person who walks through NCWPC’s doors is met with respect, encouragement, and genuine care

    NCWPC is looking for a Certified Peer Support Specialist to join our team on a part-time basis. If you are passionate about supporting others in recovery, value lived experience, and want to help strengthen peer-led services in Grant County, we want to hear from you.

    We are especially interested in bringing new voices and diverse perspectives to our team, so that every person who walks through our doors can see themselves reflected in the support they receive.
